Participatory Budgeting must meet the following criteria 

• The idea must be posted on the Osallistu Oulu website during the ideation period January 13–26, 2025 
• The idea must be feasible with the Participatory Budgeting budget and during the year 2025 
• The ideas must adhere to the city of Oulu’s decisions and pre-existing plans 
• The idea must be within the city’s jurisdiction 
• The idea must be directed at all citizens. Participatory Budgeting can implement ideas for specific people groups, such as children or the elderly. 
• The idea’s implementation must not cause large maintenance costs 
• By submitting an idea, you give the city the right to alter and develop it. The city can implement ideas in cooperation with communities and partners. 
• There will be no reward for submitted ideas
