Participatory Budgeting in Oulu in 2025
This year, the citizens may present ideas and vote on them to determine how the city will spend 240 000 € to improve comfort and community in Oulu.

In January, the citizens of Oulu came up with ideas on how the city of Oulu’s Participatory Budgeting’s budget of 240 000 € should be spent to promote wellbeing and comfort in Oulu. A total of X ideas was sent.
“We are thankful to everyone sending ideas. This year, we received a lot of feedback which shows that citizens are interested in Participatory Budgeting. Citizens of Oulu have a lot of great ideas to develop their home city”, Interaction Designer Anne Kippola-Rinne explains.
Ideas were collected online on the Osallistu Oulu website between January 13–26. Ideas were sent both in Finnish and English.
From ideas to voting proposals
After the ideation period, all ideas that meet the Participatory Budgeting criteria, and are realizable, will be further developed into voting proposals together with city specialists and different operators.
The ideas are deemed realizable if, for example, they fall under the city’s jurisdiction. Additionally, the idea must fit into the budget and be able to be implemented within schedule, during 2025.
After the development, each realizable idea will be assigned a budget and implementation plan for voting. The city responds to each idea on the Osallistu Oulu website during the spring – even the ones that do not advance to voting.
Voting in the spring
The voting proposals developed from the citizens’ ideas will be published later in the spring. The citizens of Oulu get to choose which proposals the city will implement with the Participatory Budgeting’s 240 000 € by vote.
The goal of Participatory Budgeting is to increase the influencing and participation opportunities of the citizens of Oulu and increase dialogue between the city and its citizens. Oulu’s Participatory Budgeting is funded with the state-distributed welfare and health promotion fund.
