Participatory Budgeting in Oulu in 2026–2027

Thank you for your excellent proposal and for your willingness to contribute to the development of Oulu!

The possibility of organizing a film festival was explored together with stakeholders in the field, and the idea was considered both interesting and well suited to Oulu from a content perspective. Unfortunately, however, it is not possible to implement the proposal at this time.

Under the participatory budgeting model, there is a relatively short period available for preparing and implementing projects once the voting results have been finalized. During the assessment process, it became clear that, within this timeframe, it would not be possible to identify a production partner with the capacity to take responsibility for planning and delivering the event on the required scale. Unfortunately, the current resources of the City of Oulu’s events team also do not allow for the production of an event of this size.

Although the proposal will not proceed to implementation on this occasion, we would like to thank you for your valuable idea. Proposals such as this provide new perspectives on the kinds of events and experiences that Oulu residents would like to see in their city. We hope that an idea like a film festival may find a new opportunity for implementation in the future, either through participatory budgeting or through another form of collaboration.
